Teaching and Learning Capital Fund for Higher Education

Overview

The Teaching and Learning Capital Fund for Higher Education (TLC (HE)) was announced by the Prime Minister on 12 December 2008 as part of the $4.7 billion nation-building infrastructure package to support Australia's economy. The TLC(HE) is a one-off capital injection of $500 million to eligible higher education institutions across Australia to target new infrastructure as well as the upgrading of existing facilities.

The TLC(HE) will revitalise universities by developing teaching and learning spaces that are physically and technologically appropriate for 21st century approaches to tertiary education. Funding will be distributed among universities through grants taking into account each university's share of total domestic students.

The department has written to eligible institutions about the approval processes.

The Teaching and Learning Capital Fund (TLCF) for Vocation Education and Training (VET) was also announced on 12 December 2008. For more information please go to the TLCF(VET) area of the Department of Industry, Innovation, Science and Tertiary Education website.

Reporting and Resources

Project Progress Report

The purpose of this report is, in accordance with the requirements of the Funding Agreement for Capital Funding under the TLC (HE) initiative, to report against the milestones in the Schedule of Projects. The report is required by all universities, except if the university is providing a Final Report. Use the Project Progress Report template (under Resources, below) for your report.

Final Report

In accordance with the requirements of the Funding Agreement for Capital Funding under the TLC (HE) initiative, all Universities must submit a Final Report within one month of the completion of the Project. The TLC (HE) Final Report also reports on the progress and expenditure against the milestones in the Schedule of Projects. In addition, the Final Report includes certificates and statements as specified in clauses 9.2 to 9.7 of the Funding Agreement. Use the Final Report template (under Resources, below) for your report.

Due Dates

The first Project Progress Report is due on 15 April 2010. After that, Progress Reports are due every three months until the completion of the Project.

The Final Report is due within one month of the completion of the Project.
